摘要
为提高资源环境承载能力和国土空间开发适宜性评价中气象灾害评价工作效率,以《资源环境承载能力和国土空间开发适宜性评价指南(试行)》为基础,结合相关文献和数据,对干旱、雨涝、高温热害、大风4项气象灾害评价方法进行了研究。利用Python语言和ArcGIS软件,研究开发了气象灾害评价工具箱。以榆林市为例,对方法可操作性和工具箱实用性进行验证。结果表明,该方法和工具箱能够辅助规划人员对气象灾害进行快速准确地评价,极大提高了评价效率,有助实现气象灾害评价工作的高效化、精细化和智能化。
In order to improve the efficiency of meteorological disasters evaluation in the assessment of the carrying capacity of resources and environment and the suitability of land and space development(hereinafter referred to as"Double Evaluation"),based on the"Double Evaluation"technical guide,combined with relevant literature and data,this paper studies the evaluation method of 4 meteorological disasters like drought,torrential rain and flood,hot disaster of high temperature and high winds.The assessment toolbox of meteorological disasters is developed by using ArcGIS secondary development technology and Python language.The city of Yulin has been taken as the example to verify the practicability of the toolbox.The results show that the toolbox can quickly and accurately assist planners in the evaluation of meteorological disasters,greatly improving the evaluation efficiency,and the application of evaluation toolbox can realize high efficiency,refinement and intelligence of the meteorological disasters evaluation.
