摘要
从企业安全主体责任落实不到位、安全监管存在缺位、全过程安全监管欠缺、环境标准与安全标准不相适应四方面分析环保设施安全风险监管中存在的不足,提出完善兼顾环境及安全的技术标准体系、建立全过程监管机制、强化部门安全监管联动三方面环保设施安全监管的建议,以推动生态环境部门做好安全生产工作。
Through the four aspects of insufficient implementation of the main responsibility of enterprise safety,the absence of safety supervision,the lack of safety supervision in the whole process,and the incompatibility of environmental standards and safety standards,the analysis of the deficiencies in the safety risk supervision of environmental protection facilities is proposed,and the improvement and consideration of the environment and Recommendations on the safety supervision of environmental protection facilities in three aspects:a safe technical standard system,establishment of a whole-process supervision mechanism,and strengthening of departmental safety supervision linkages,provide a reference for promoting the ecological environment department to do a good job in safe production.
