摘要
本文详细分析了石化园区废水、废气、固废治理等环保设施安全风险,以及石化园区环保设施安全监管方面存在监管难度大、技术标准体系不够完善、企业主体责任落实存在的问题,建议企业加强安全生产主体责任、强化设施本质安全管理,环保、应急等监管部门加强分段管理、各司其职并有效联动,进一步完善监管技术标准体系等。
This paper analyzes in detail the safety risks of environmental protection facilities such as wastewater,waste gas and solid waste treatment in the petrochemical park,as well as the difficulties in the supervision of environmental protection facilities in the petrochemical park,the imperfection of the technical standard system,the problems in the implementation of the main responsibility of enterprises,the strengthening of the main responsibility of safety production by enterprises,the strengthening of the intrinsic safety management of facilities,the strengthening of segmented management by the regulatory departments of environmental protection and emergency response,and the effective linkage of their respective duties,so as to further improve the regulatory technical standard system.
