摘要
LNG陆上运输方式主要依托于LNG槽车和LNG罐箱,已经形成LNG槽车公路运输、LNG罐箱公路运输、LNG罐箱铁路运输3种陆上LNG运输方式。考虑铁路运输的LNG危险货物加成率以及铁路站到站与门到门的不同方式,从运输技术经济学的角度出发,分别建立了假定情境下的不同运输评价模型,初步分析了不同LNG陆上运输方式的运输成本差异,比较相互之间的竞争力。结果表明,现行《铁路货物运价规则》下LNG槽车运输经济性最优;当LNG无危险货物加成时,LNG罐箱铁路门到门运输开始体现长距离运输经济优势。建议铁路运输定价时考虑与槽车的竞争比价关系,降低铁路运输费用,推进市场化定价,呼吁公铁分工、协同运输,促进LNG供应更稳定、更安全。
The land transportation mode of LNG mainly relies on LNG tank container and LNG tanker truck and there have been such three transportation modes as LNG tanker truck,tank container by road,and LNG tank container by rail.Taking into account the addition rate of LNG dangerous goods transported by railway as well as the different ways of railway station-to-station and door-to-door,it establishes different transportation evaluation models under assumed conditions from the perspective of transport technology and economics,and preliminarily analyzes the transportation cost differences of different land transportation modes of LNG to compare the competitiveness of each other.The result shows that the LNG tanker truck has the best economy under the current railway price regulation and the railway door-to-door service with LNG tank container becomes economical over a long distance when LNG has no price markup ratio of hazardous cargo.It is suggested that the competitive price-comparison relationship between LNG railway transportation and LNG tanker truck should be considered in railway transportation pricing,so as to reduce railway transportation costs,promote market-based pricing,and call for division and coordination of road and railway transportation,to promote more stable and safer LNG supply.
