摘要
LNG公路运输成本高,交通事故频繁发生,因而有关专家提出了LNG罐式集装箱水路运输的模式。该模式将会使运输成本显著降低,但如何保障运输安全就成为了关键问题。为此,就LNG罐式集装箱水路运输涉及的各个环节——LNG罐式集装箱、码头装卸和水路运输的安全性要求进行了探讨,并且分析了LNG罐式集装箱的积载和隔离方式。结果认为:从理论上讲,如果能够严格遵守相关法律法规、标准规范和国际规则公约,LNG罐式集装箱水路运输在安全上是可行的。然而,我国目前尚无LNG罐式集装箱水路运输的经验,运输的安全性应引起足够的重视。最后,提出了一些建议,对我国开展LNG罐式集装箱水路运输业务具有参考价值。
As LNG transported on roads not only costs extremely high but encounters frequent traffic accidents,some experts suggest an attempt of transporting LNG tank container on waters.This way will help lower down the cost of transporting,however,how to guarantee the safety of water transporting is obviously essential to solve.This paper discusses safety issue at each link in this way of water transporting,which includes LNG tank containers,loading and unloading at docks,and waterborne,and analyzes the way of amassing and isolating for LNG tank containers.The discussion shows on theory this way of water transporting will be feasible and practical if everything is under strict way obeying the correlative laws and regulations,standards and international rules and pacts.However,as China hasn't any experience in transporting LNG tank container on waters up till now,the safety issue during the transporting should be paid much attention.In the end,some suggestions are put forward as references for developing the services on LNG tank container transported on waters.
