摘要
为满足当前政府与工商业对于降电费的迫切需求,深入挖掘现有政策的降费潜能,在分析我国现行峰谷电价政策的基础上,综合利用分布式储能与集中式储能,为工商业用户提供灵活经济的云储能租赁服务。考虑云储能具备的规模经济效益,制定了考虑峰谷电价的云储能租赁方案。以工商业用户用电总费用最低为目标函数,以功率平衡、与主网交互限制以及云储能设备限制为约束,优化用户租赁云储能的能量及功率,进一步分析讨论了所提方案的经济性。算例结果表明:工商业用户中引入云储能服务,可有效降低用电总费用;能量型与功率型储能混合租赁模式较单一模式更具经济价值。云储能服务及其相应的租赁模式将随着电储能技术的发展,在地市、城区以及通过互联网响应的工商业用户的应用中具有广阔的前景。
In order to meet the urgent needs of the current government,industry and commerce for power-saving expenses,and deepen the potential of the existing policy,this paper comprehensively uses distributed energy storage and centralized energy storage for industrial and commercial users,provides flexible and economical cloud storage and rental services based on analysis on the current peak-tovalley price policy in China. Considering the scale economies of cloud storage,cloud energy storage leasing schemes that consider peak and valley electricity prices are developed. Taking the lowest total cost of electricity for industrial and commercial users as the objective function,the power balance,the interaction limit with the main network and the limitation of cloud energy storage equipment are used as constraints to optimize the storage capacity and power of the leased cloud and the economics of the schemes are furtherly analyzed. The results of the example show that the introduction of cloud energy storage service for industrial and commercial users can effectively reduce the total cost of electricity consumption;the hybrid mode of energy type and power type energy storage is more economical than the single mode. The cloud energy storage service and its corresponding leasing modes will have broad prospects in the application of industrial and commercial users responding to the city,urban area and the Internet through the development of electric energy storage technology.
