摘要
[目的/意义]长三角区域一体化发展给区域内高等学校的知识创新带来了新的战略机遇,为高等学校的知识协同创新、优势互补、资源共享以及知识创新能力的提升创造了新的局面。[方法/过程]以长三角"双一流"高校为对象,构建了"双一流"高校的知识创新能力评价指标体系,运用较为客观的熵权TOPSIS模型设置指标权重,测算各"双一流"高校2013—2017年的知识创新能力,并以长三角一体化为视角,分析提升长三角"双一流"高校知识创新能力的对策。[结果/结论]一流高校相对于一流学科高校而言知识创新能力更强;各高校的知识创新投入、产出能力不相匹配;长三角"双一流"高校知识创新能力最突出的特征是创新能力差距悬殊,并且呈现差距不断扩大的趋势,最终会导致强者愈强、弱者愈弱,产生高校知识创新的"马太效应"。基于研究结果提出知识创新能力提升策略:在长三角一体化视角下,提升"双一流"高校知识创新能力的核心是知识创新协同一体化发展。以此为基础构建了促进知识创新协同一体化的高校知识创新生态系统,并从转变知识创新观念、制定发展规划、建立高校知识创新联盟这三个方面提出高校知识创新协同一体化发展对策。
[Purpose/significance]The development of regional integration in the Yangtze River Delta has brought new strategic opportunities to the knowledge innovation of colleges and universities,it has created a new situation for the knowledge collaborative innovation,complementary advantages,resource sharing and the promotion of knowledge innovation ability of colleges and universities.[Method/process]Taking the"double first class"universities in the Yangtze River Delta as the object,a knowledge-innovation evaluation index system for"double first class"universities is constructed,and the objective entropy weight TOPSIS model is used to set index weights and measure the"double first class"universities in 2013-2017.From the perspective of the integration of the Yangtze River Delta,the countermeasure is analyzed which enhance the knowledge innovation ability of the"double first class"universities in the Yangtze River Delta.[Result/conclusion]The world-class universities have stronger knowledge innovation ability than the first-class disciplines;the input and output capacity of knowledge innovation do not match;the most prominent feature of the knowledge innovation ability of the"double first class"universities in the Yangtze River Delta is the great gap in the innovation ability,which presents a growing trend,and which will eventually lead to the stronger of the strong and the weaker of the weak,this disparity produces the"Matthew Effect"of knowledge innovation in universities.Based on the research results,this paper puts forward the strategy to improve the knowledge innovation ability:from the perspective of the integration of the Yangtze River Delta,the core of improving the knowledge innovation ability of"double first class"universities is the collaborative and integrated development of knowledge innovation.On this basis,this paper constructs the university knowledge innovation ecosystem to promote the collaborative integration of knowledge innovation,and puts forward the countermeasures of collaborative integration of knowledge innovation in universities from three aspects:changing the concept of knowledge innovation,formulating development plan and establishing university knowledge innovation alliance.
