摘要
贫困群体中存在贫困文化,贫困文化弱化了贫困群体自我发展的能力,阻碍了一系列精准扶贫的制度框架和政策体系的有效发挥。正视贫困文化,分析其原因,构建消解路径,对深化精准扶贫有重要意义。将亚文化与贫困文化的分析范畴相融合,形成贫困文化分析模式。应通过完善创新机制、健全教育机制、建立选择机制、革新传播机制、强化服务机制等措施破除贫困文化的束缚,激发贫困人口的脱贫潜能和致富能力。
There is a culture of poverty among poor people.The culture of poverty weakens the selfdevelopment ability of poor groups and thus results in poor effectiveness of the targeted poverty alleviation frameworks and policies.It has great significance to deepen the targeted poverty alleviation by facing the culture of poverty,analyzing the causes and finding out the solutions.The subculture should be integrated into the analysis of the culture of poverty to form the analysis model for culture of poverty.Efforts should be made to break down the constraints of the culture of poverty and to tap the potentials of poor people to lift them out of poverty and make them rich by improving the innovation and education mechanism,establishing the selection mechanism,innovating the communication mechanism and strengthening the service mechanism.
