摘要
在国家不断深化"互联网+政务服务"信息化改革的大背景下,结合浙江省近年来全面推进政务服务"最多跑一次"和政府数字化转型的要求,本研究构建省级不动产抵押登记协同办理平台。通过"总对总"方式与省银保监局金融综合监管平台进行数据交换,向全省范围内各类银行、金融单位提供不动产抵押登记业务"网上申请+属地审核"的便捷服务,实现在线查询、办理不动产抵押登记和注销业务,提高银行办贷效率,建立对抵押品和债务人的监控预警机制,提升信贷业务的风险防控能力。
Against the background of the country’s continuous deepening of the"Internet+government service"informatization reform,combined with the requirements of Zhejiang province to comprehensively promote the"run once at most"of government service and the government’s digital transformation in recent years,this research builds a provincial real estate mortgage registration coordination process platform.Through"docking",data exchange with the financial supervision platform of the Provincial Banking and Insurance Bureau is provided to various banks and financial units throughout the province to provide convenient services of"online application+territorial review"of real estate mortgage registration business,to achieve online inquiry,handle the registration and cancellation of real estate mortgages to improve the efficiency of bank loans,establish a monitoring and early warning mechanism for collateral and debtors,and improve the risk prevention and control capabilities of credit businesses.
