摘要
高等教育质量保障是指政府、社会和高校等相关主体运用质量监测、质量管理、质量控制、质量审计、质量认证和质量评估等手段持续改进高等教育质量的活动。新中国成立以来,我国高等教育质量保障经历了质量保障初始时期、质量失控时期、质量保障恢复重建时期、质量保障制度建立时期、质量保障体系发展时期五个阶段。总体而言,如今我国高等教育质量保障日益为人们所重视,但研究的理论深度有限;政府的质量保障作用突出,但社会和高校的作用发挥不够;本科质量保障的重点地位已经确立,但实施成效不容乐观;高度重视评估评价的作用,但缺乏多种质量保障手段的综合运用。
The higher education quality assurance refers to the continuous improvement of higher education quality by means of quality supervision,quality management,quality control,quality audit,quality certification and quality evaluation by the government,the society and the university.Since the founding of the People’s Republic of China,the higher education quality assurance has roughly gone through five stages:the initial period,the runaway period,the restoration and reconstruction period,the period of system establishment and the period of system development.Generally speaking,the higher education quality assurance has been paid more attention,but the theoretical research is limited;the role of the government is prominent,but the roles of the society and the university aren’t enough;the key position of undergraduate quality assurance has been established,but the effect of implementation is not optimistic;the role of evaluation has been attached much importance,but a variety of quality assurance means is insufficient.
