摘要
公立医院作为医疗服务单位,采用事业单位工资制度,不以营利为目的,由我国财政负责支出,向全民提供医疗服务,在我国医疗卫生领域中,公立医院是核心力量,直接代表了我国医疗水平。但是在"铁饭碗"制度的影响下,在市场化进程逐渐加剧的过程中,公立医院的垄断地位也在逐渐丧失。在新医疗体制改革逐渐深入的情况下,公立医院所面临的挑战也越来越严峻,传统人事管理理念已不能有效满足三级公立医院的实际发展需求,向人力资源管理理念逐渐转变就显得非常关键。
As a medical service unit, public hospitals adopt the wage system of public institutions, not for the purpose of profit, and are paid by the finance of our country to provide medical services to the whole people. In the field of medical and health care in our country, public hospitals are the core force, directly representing the level of medical treatment in our country. However, under the influence of the "iron rice bowl" system, the monopoly position of public hospitals is gradually losing in the process of market-oriented process. With the reform of the new medical system and the deepening of reform and opening up, in the field of medical market, public hospitals are facing more and more severe challenges. The traditional personnel management concept has not been able to effectively meet the actual development needs of the three-level public hospitals, so it is very important to gradually change to the human resource management concept.
