摘要
党的引领是贯穿乡村振兴的基本原则,是以有效治理推动乡村振兴的关键。以"区域"作为乡村振兴的调查和研究单位,将"村庄"放在区域视角下审视,提出党的引领与区域优势相融合的乡村振兴路径。乡村振兴中的区域优势主要体现在三个方面:政府、农民、市场等主体优势,土地、人才、资金、资源等要素优势,因靠近城市、经济发达地区、交通枢纽等地区而获得的区位优势。应以党的引领确定乡村振兴的战略地位和主导方向,运用思想引领、组织引领、群众主体、要素融合、特色产业驱动等机制,依托区域优势资源条件,注重区域之间的差异性,选择最适合的乡村振兴路径。
The basic principle throughout the campaign to revitalize the rural areas is to maintain the party’s leadership,which is also the key to promoting rural revitalization by effective governance.This paper takes "region" as the investigation and research unit,exams "village" from the regional perspective,and proposes that the Party’s leadership plus regional advantages be the approach to rural revitalization.The regional advantages in rural revitalization lie in three aspects:the advantage of the main participating bodies such as the government,the farmers,and the market;the advantage of the essential production factors such as land,specialists,capital,and resources;and the geographical advantage due to proximity to cities,economically developed regions,and transportation hubs.A region should rely on the Party’s leadership to determine its strategic position and main direction of development,make use of such mechanisms as ideological and organizational guidance,farmers’ participation,integration of factors,and developing characteristic industries,as well as make full use of its regional advantages and resources.
