摘要
区块链技术让信息互联网向价值互联网转变,是实现互联互通、安全共享、经济共赢的一种底层支撑技术,具有透明化、去中心化、不可篡改、可追溯等特点。将区块链技术应用于贫困治理中,不仅可以创新贫困治理的长效机制、丰富贫困治理的研究工具,还有利于实现贫困治理的精准化、增强贫困治理的公平性、助推贫困治理的科学化和透明化。因此,将区块链技术应用于贫困识别、帮扶、监管、评价和问责环节,能够真正实现精准识别、精确帮扶、透明监管、科学评价和公平问责。然而,在应用中也可能面临数据失真、识别无效、确认困难、指标错位等风险。因此,应从区块链技术的实际要求出发,转变贫困治理的思维,重塑贫困治理的流程,构建符合区块链技术的贫困识别体系、资源供给体系、过程监管体系、绩效评价体系和结果问责体系。
The blockchain technology makes the information-based Internet become value-oriented. It is a kind of underlying supporting technology for realizing connectivity, security sharing and common economic benefits, featuring transparency, decentralization, non-tamperability and traceability. It can not only innovate the long-term mechanism and enrich the research tools for poverty governance, but also help to take targeted measures in poverty governance, increase its fairness, and promote it to be scientific and transparent. Therefore, applying blockchain technology to poverty identification, assistance, supervision, evaluation and accountability can help to truly achieve accurate identification, targeted assistance, transparent supervision, scientific evaluation and fair accountability. However, in the application, it may also face the risks of data distortion, invalid identification, difficulty in confirmation, and index dislocation. Therefore, to meet the practical requirements of blockchain technology, we should change our thinking of poverty governance, refine its processes, and build a multi-dimensional system for identification, resource supply, process supervision, performance evaluation and accountability that is suited to blockchain technology.
