摘要
区块链是一种去中心化、可追溯、不可篡改、安全透明的互联网信息技术,具有广泛的应用场景和广阔的发展前途。但区块链的技术研发、应用拓展与生态完善需要政府履行有序规划、有力支持、有为监管与有效回应的责任。当前区块链发展和应用过程中存在政府责任理念模糊、主体能力不足、监管机制不全等问题。政府应从强化责任理念、健全问责机制、完善监管体系等方面着手,推动区块链的发展和应用,从而助力政府治理体系和治理能力现代化。
Blockchain is a decentralized,traceable,non-tamper-safe and transparent Internet information technology,which has extensive application scenarios and broad development prospects.The technology development,application expansion and ecological improvement of blockchain require the government to actively implement responsibility with orderly planning,strong support,effective supervision and immediate response.It is found that there are some problems such as concept fuzzy,lack of subject capacity and incomplete supervision mechanism.The government should strengthen the concept of responsibility,improve the accountability mechanism and improve the supervision system,to promote the development and application of the blockchain,and thus to help realize the modernization of the government governance system and governance capacity.
