摘要
海洋、太空、网络、生物、新能源、人工智能领域是军民融合发展的新兴领域。现有研究成果主要讨论了新兴领域发展的典型特征与基本原理,缺乏针对新兴领域军民融合发展机理的研究。本文探索性地构建了"内在机理-案例分析-运行环境"的分析框架,研究了新兴领域显性、隐性知识在军地不同主体间从高势能向低势能流动的过程;考察了军工集团和民营企业等主体掌握的技术彼此间的技术扩散;阐释了新兴技术聚合形成新兴产业的直接发展原理及新兴技术赋能传统产业的间接发展原理。案例分析以人工智能军民融合发展实践为抓手,重点分析了开源方式促进军地间人工智能知识流动的过程,人工智能技术在军民双方共建、共享、共用的双向转化和扩散路径,以及人工智能赋能传统产业产生实际效益等现实。运行环境"政产学研介"体系是内在机理赖以存在和运行的外部因素和客观条件,可以保障机理更好发挥作用。
Marine,space,network,biology,new energy,and artificial intelligence are emerging areas for civilmilitary integration.The existing achievements mainly focus on the perspectives of the typical characteristics and basic principles of the development of emerging fields,lacking of research on the development theory of civil-military integration in emerging fields.This paper exploratively builds an"Internal Theory-Case Analysis-Operating Environment"analysis framework.The study finds that the internal theory can be summarized as"Knowledge Flowing Technology Diffusion-Industry Development",which studies the process of the ex-plicit and tacit knowledge in emerging fields from high potential energy to low potential energy among different subjects in military and local affairs;Investigates the technology diffusion caused by the imbalance between the technologies mastered by military industry groups and private enterprises;Explains the direct development principles of emerging technologies converging to form emerging industries and the indirect development theory of emerging technologies enabling traditional industries.The case study focuses on the development of artificial intelligence civil-military integration,which investigates the process of open source to promote the flow of artificial intelligence knowledge between the military and civilians;Lists the bidirectional transformation and diffusion path of artificial intelligence technology co-constructed,shared by the military and civilians;Illustrates artificial intelligence empowering traditional industries to produce real benefits etc.The operating environment"Government-Industry-University-Research-Intermediary"system is the external factors and objective conditions on which the internal theory exists and operates,which can guarantee the theory to function better.Subsequent researches should strengthen empirical tests to deepen the understanding of the development theory of civil-military integration in emerging fields.
