摘要
技术应用具有附主体性特征,既能走向善的一面,又能带来恶的影响,现代科技更是如此。因此,现代技术的社会化尤其需要给予人文伦理观照。技术的方法、手段和理念在社会领域中的广泛运用逐渐形成了技术治理范式,而随着智能技术的发展,以大数据、物联网、人工智能为代表的智能科技与公共治理的结合又形成了智能技术治理范式。作为一种新的技术治理方式,智能治理对数字政府、数字经济、智能交通、智能教育等现代公共治理具有重要现实意义,但也存在着伦理风险、技术集权、不当治理等诸多问题。对技术治理给予人文伦理观照,就是为了使智能科技趋善避恶,使智能治理回归公共治理的公共之善,推动新时代的智能治理走向智慧治理。
The application of technology,dependent on the subject who uses it,may not only lead to good effects,but also bring about bad influence,which is true of modern technologies. Therefore,the socialization of modern technology needs the correct guidance of humanities and ethics. The widespread application of technology methods,means and ideas in the social field has gradually formed the paradigm of technical governance. At present,with the development of intelligent technology,the combination of intelligent technology represented by big data,Internet of things and artificial intelligence and public governance forms the way of intelligent technology governance. As a new type of technological governance,intelligent governance has important practical significance for modern public governance,but there are also many problems. In order to make intelligent technology trend good and avoid evil,we need to increase the guidance of humanities and ethics for the current technology governance,and promote the intelligent governance to wisdom governance in the new era.
