摘要
目的:通过构建基于社会责任的传染病医院可持续发展评价指标体系,指导传染病医院履行社会责任,加强社会责任管理,促进传染病医院可持续发展。方法:结合德尔菲法和层次分析法,建立指标体系,明确指标权重,并对全国范围内17所传染病医院问卷调查,开展实证分析。结果:17所医院核心利益相关方是政府、患者和员工;医院具有社会责任动机,但重视程度仍不够高;社会责任资金、人员、部门保障仍需加强,且缺少专门的评价指标;对参与政府社会责任项目积极性高;大部分医院都主动满足患者的需求,积极履行社会责任;对员工目前仅履行常规责任,仍有较大提升空间;对社区履行社会责任的主要方式是志愿者活动;在环境保护方面履行着基本的社会责任。结论:该指标体系能够真实反映传染病医院履行社会责任的总体情况。总体上,政府部门在传染病医院社会责任履行中发挥极大作用;传染病医院社会责任管理的系统性、规范性仍需加强,社会责任产出效益有待进一步提升。
Objective:To guide the infectious disease hospitals to fulfill their social responsibilities,strengthen social responsibility management,and promote the sustainable development of infectious disease hospitals by constructing an evaluation index system for sustainable development of infectious disease hospitals based on social responsibility.Methods:Combining Delphi method and analytic hierarchy process to establish an index system,clarify index weights,and conduct empirical analysis on questionnaire surveys of 17 infectious disease hospitals nationwide.Results:The core stakeholders of the 17 hospitals are the government,patients,and employees;the hospitals have social responsibility motivations,but they still do not pay enough attention;social responsibility funds,personnel,and departmental protection still need to be strengthened,and there are no special evaluation indicators;The government's social responsibility projects are highly motivated;most hospitals proactively meet the needs of patients and actively fulfill social responsibilities;currently only fulfilling routine responsibilities for employees,there is still much room for improvement;the main way to fulfill social responsibilities to the community is volunteer activities;Perform basic social responsibilities in environmental protection.Conclusion:The indicator system can truly reflect the general situation of social responsibility of infectious disease hospitals.In general,government departments play a great role in fulfilling the social responsibility of infectious disease hospitals;the system and standardization of social responsibility management of infectious disease hospitals still need to be strengthened,and the benefits of social responsibility output need to be further improved.
