摘要
目的:确定全国综合医院承担公共职能的工作量以及所需人员的数量,为医院编制研究提供参考;方法:采用多阶段分层抽样的方法抽取全国综合医院80所进行研究;结果:综合医院人均业务工作量持续增加、存在不同程度的缺编情况、医务人员普遍存在加班现象、承担社会公共职能工作量不断增加、医务人员期望增加附加编制;结论和建议:适当增加公立医院编制,特别是承担公共职能的附加编制。
Purpose:Make sure the general hospitals' workload and human resource of public functions for the preparation of studies in general hospitals' staff quotas; Method:Using multi-stage stratified sampling method collected 80 general nationwide hospitals to conduct the study; Results:The workload in general hospitals per capita continues to increase, there are different levels of vacancies, the medical staff work overtime, workload of the public functions is increasing, the medical staffs expect to increase additional staff quotas; Conclusions and Advice:To increase 4% staff quotas for tertiary hospitals, 5 % for secondary hospitals.
