摘要
渔港是中国渔业生产的重要部分,其在渔区发展中的作用正在转换。本文通过梳理美国纽约港、英国普利茅斯港数百年的发展历程,总结了其教训与经验,以期为中国渔港发展提供经验借鉴。研究发现:①中国渔港主要分布于沿海,呈现出与捕捞生产高度相关、庇护所功能为主的特征。②国外渔港发展中面临废弃物排放、产业污染、生物多样性破坏威胁、气候变化的负面影响等问题。③国外渔港发展的经验包括生态修复与资源保护、加强科学研究、功能多样化、社会化参与等。④新时代,在乡村振兴战略大背景下和渔业生态优先发展阶段,中国渔港应重视渔港人口集聚和废弃物处理、产业污染治理、降低气候变化负面影响、防止外来物种入侵等,同时需提升渔港现代功能、加强研究在决策中的作用、兼顾开发与保护、改革管理体制机制、构建社会化参与机制等。
As an important part of China’s fishery production,the role of fishing ports in the development of fishing areas is changing.By combing the development history of the Port of New York in the United States and the Port of Plymouth in the United Kingdom,we summarize the lessons and experiences and provide lessons for the development of China’s fishing ports.There are four results.Firstly,China’s fishing ports are mainly distributed along the coast,showing characteristics that are highly related to fishing production and the function of shelters.Secondly,the development of foreign fishing ports is faced with waste discharge problems,industrial pollution problems,and biodiversity damage,negative impacts of climate change,etc.Thirdly,experiences in the development of foreign fishing ports include ecological restoration and resource conservation,strengthening scientific research,functional diversification,and social participation.Finally,in new era and the context of priority green development stage,China’s fishing ports should pay attention to fishery population agglomeration,waste disposal and industrial pollution control,reduce the negative impacts of climate change,and prevent the invasion of alien species.At the same time,it is necessary to improve the modern functions of fishing ports and strengthen the role of research in decision-making.We will also consider development and protection,reform management system and mechanism,and build a social participation mechanism.
