摘要
现代化渔港的规划设计是一项系统化的工程项目,基于绿色发展理念导向,需注重环境控制及加强港湾保护等,例如,利用现代化科学技术,完成防波堤等具有海水交换功能的水工建筑物的建设及改造,并优化港内水体交换及港区环保设计等,为天然的避风港湾提供有效保护。为发挥绿色发展理念的导向作用,本文主要结合现代化渔港规划设计现状有待解决的问题,如:渔港基础设施滞后、空间布局及功能分区缺乏合理性,功能单一化,管理机制薄弱等,提出具体规划设计要点,主要包括:投入充足的资源,完善渔港设施;优化规划设计方案,完善渔港空间布局及功能分区;以及创新管理机制,构建智慧渔港,加强监督监察工作。
The planning and design of modern fishing ports constitute a systematic engineering project that requires adherence to green development principles,with emphasis on environmental control and harbor protection.This involves applying modern technologies to construct and renovate hydraulic structures(e.g.,breakwaters with seawater exchange functions),optimize water circulation within the port,and enhance eco-friendly port design to effectively preserve natural sheltered harbors.To fully implement green development concepts,this study addresses current challenges in modern fishing port planning,including:Outdated port infrastructure;Irrational spatial layouts and functional zoning;Over-simplified functions;Weak management mechanisms.Key planning and design solutions are proposed,including:Allocating sufficient resources to upgrade port facilities;Optimizing spatial planning and functional zoning;Innovating management systems to develop smart fishing ports with enhanced monitoring capabilities.
