摘要
近年来,社会工作和党建工作的结合成为了专业本土化的新现象,考验着实践者处理专业与政治关系的策略与能力。通过对珠三角楼盘小区学堂项目的个体、组织和社区三个层次建构党建社会工作的增能模式,本文探索了专业与政治良性互动的本土社会工作实务模式,具体包括以政治意识和公共意识较强的党员和积极群众为先导的个体增能,成立社区自组织及党支部的双重组织并突出党支部嵌入式引领作用的组织增能,以社区互益和公益活动保持党群组织活力的社区增能。党建社会工作的增能模式是需求为本、行动导向和宏观视角的,既改良了行政化的党建工作,又超越了治疗模式的社会工作。
In recent years, the combination of social work and Party Work has become a new phenomenon of the indigenization of social work, testing the practitioners’ strategies and abilities to process the relationship between the professionalism and the politics. By constructing an empowerment model of Party Work embedding social work on the individual, organizational and community levels of the Pearl River Delta Real Estate Community School Project, this article explores the indigenous social work practice model with positive interactions between the professionalism and the politics, including the individual empowerment of which taking the party members and active masses with strong political and public awareness as pioneers, the organizational empowerment of which establishing a dual organization of the community self-organization and Party branch, and of which highlighting the embedded leadership role of the Party branch,and the community empowerment of which maintaining the vitality of the Party and masses organization by community mutual aid and public welfare activities. The empowerment model of Party Work embedding social work is demand-orientied, actionoriented and of macro perspective, which not only improves the administrative Party Work, but also transcends the social work of treatment mode.
