摘要
城市社区治理多元主体间依然存在领导机制矛盾、动力矛盾、态度矛盾、向度矛盾和认同矛盾等。这些矛盾容易产生社区治理失灵、公共资源弥散、集体行动困境、群体利益损失等不良影响,是制约城市社区治理体系和治理能力现代化的主要内在因素。“党建+”作为城市社区治理的一种新路径,具有使党对基层治理的全面领导更加具体化、社区党组织建设更加立体化、社区党建与社区治理深度融合更加常态化和社区党建服务更加精细化等独特优势。有效探索和运用“党建+”新路径,将对化解城市社区治理多元主体间的矛盾具有积极作用。
Currently,there still may exist contradictions among the multiple subjects of urban community,such as contradiction of leadership mechanism,contradiction of dynamic,contradiction of attitude,contradiction of direction,contradiction of identification,etc.They are the mainly internal factors affecting the modernization of urban community governance system and governance capacity.These contradictions are prone to the failure of community governance,the dispersion of public resources,the dilemma of collective action,the loss of group interests and other adverse effects.As a new way of urban community governance,“Party Building+”has the unique advantages:making the Party’s absolute leadership over grass-roots governance more specific,making the construction of community Party organizations more multifaceted,making the in-depth integration of community Party construction and community governance more normalized,and making community Party construction services more refined.Effective exploration and application of the new path of“Party Building+”will play a positive role in resolving the contradictions among the multiple subjects of urban community governance.
