摘要
中央社会工作部的组建给社会工作带来新机遇与新挑战,催生出“大社会工作”“党的社会工作”“国家社会工作”等新概念。政策的制定与完善只是社会工作开展实践的一种目标与手段,并不能直接成为社会工作在“大—小”“宏观—微观”“政治—专业”之间二元分化的标准。红色社工并非独立存在的社会工作分支方向,而是立足于传统社会工作理论与实践基础,着眼于党和国家对社会工作行业的新期待,正在建设中的人才队伍。红色社工承担党的社会工作的具体职能,既遵循一定的政策逻辑,也关乎个体运用的干预技巧。作为一个凸显中国式现代化创新社会治理的品牌,红色社工也是地方实践的经验结晶和推进方式,未来将在组织融合、文化引领与治理协同三大领域持续深化,并成为中国特色社会工作的一种整合式发展方向,为全球社会工作事业的发展贡献中国智慧与中国方案。
The establishment of the Central Society Work Department has brought new opportunities and challenges to social work,giving rise to new concepts such as“Grand Social Work”“Party-led Social Work”“State Social Work”,etc.The formulation and improvement of policies are merely one of the goals and means for the practice of social work,and cannot directly serve as the criteria for the binary differentiation between“Grand-Petit”“Macroscopic-Microscopic”and“Political and Professional”in social work.Red Social Workers are not an independent branch of social work,but rather a talent pool under construction that is based on traditional social work theories and practices and focuses on the new expectations of the Party and the state for the social work industry.Red Social Workers undertake the specific functions of the Party’s social work,following certain policy logic as well as individual intervention skills.As a brand highlighting the innovation of social governance in Chinese modernization,Red Social Workers are also the crystallization of local practice experiences and the way of advancement.In the future,they will continue to deepen in three major areas:organizational integration,cultural guidance,and governance coordination,and become an integrated development direction of social work with Chinese characteristics,contributing Chinese wisdom and solutions to the development of the global social work cause.
