摘要
作为协同治理和社会监督的重要平台,第三方评估组织既是落实政府购买服务制度、疏通政社合作桥梁的有效抓手,也是衡量公共服务实践绩效和提升社会组织公信力的重要手段。基于在S市政府购买服务项目评估领域的五年实践,笔者发现第三方评估组织在理念、目标、使命以及行动逻辑等方面与第三域治理不谋而合。然而,第三方评估组织在具体实践中却呈现多重偏离:纵向政策驱动逻辑下内卷多于增能、背书胜于承认、技术高于专业,横向组织自发逻辑下呈现生存、工具以及专业异化等导向,使得第三方评估组织进一步沦为政府的“治理工具”而难以体现独立、公正、客观的第三方属性,这与第三方评估组织本身所面临的结构性限制、合法性限度、专业性式微、社会承认度低等因素密切相关。为此,重新明晰评估组织定位、保障合法性基础、提升专业化水准、增强社会认同与参与应成为第三方评估组织有效发展的破解之道。
As an important platform for governance coordination and social supervision,the third-party evaluation organizations are not only influence implement government purchasing service system and dredge the cooperation between government and social organizations,but also measure the performance of purchasing services and enhance the credibility of social organizations.Based upon the author s experiences in the government purchasing service evaluation in S city,the author finds the third-party evaluation organizations coincide with the third domain governance in terms of concept,goal,mission,and action logic.However,the third-party evaluation organizations have multiple deviations in practice:under the vertical policy-driven logic,involution is more than empowerment,endorsement is more than recognition,technology is more than professional;At the same time,the third-party evaluation organizations also tend to become different function of orientations such as survival,tools,and professional alienation presented under the horizontal organization s spontaneous logic.It makes third-party evaluation organizations become the government tool of governance and difficult to reflect the third-party attributes of independent,fair,and objective role,which is closely related to the structural constraints,legality limits,professional deficiencies,and weak social recognition faced by the third-party evaluation organizations.Therefore,re-clarifying the third-party evaluation organization s positioning,ensuring the basis of legitimacy,raising the level of specialization,and enhancing social identity and participation should be the way to promote effective development of the third-party evaluation organizations.
