A Review of Energy Storage Industry Policies

摘要 回顾我国储能产业的发展历程,储能产业走过了技术研发、示范应用和商业化初期等3个阶段。储能产业在电力调频、调峰、需求响应等辅助服务市场的应用已经初具经济性,但作为一种新兴技术,储能参与市场的价格和机制还不够健全,无法实现其作为商品的属性。这一系列问题也在一定程度上制约了储能的商业化进程。通过盘点总结近五年储能的主要政策,从储能产业的发展期、战略期、“新时代”3个阶段归纳储能在辅助服务和需求响应的应用,得出电力辅助服务市场的健康发展离不开政策的引导。 Reviewing the development history of China′s energy storage industry,it has gone through three stages:technology research and development,demonstration application and initial commercialization.The application of the energy storage industry in the auxiliary service market such as power frequency modulation,peak shaving,and demand response has begun to take shape.However,as an emerging technology,the price and mechanism of energy storage participation in the market are not sound enough to truly realize its commodity.The attributes of this series also restrict the commercialization of energy storage to a certain extent.This article summarized the main policies of energy storage in the past five years,and summarized the application of energy storage in auxiliary service and demand response from the development stage,strategic period and“new era”of energy storage industry,and draws a conclusion that the healthy development of the market of power auxiliary service is inseparable from the guidance of the policy.
