摘要
电力改革的一般规律都是以现有电网管理体制为基础 ,提出改革方案 ,并采用渐进的改革方法 ,一般都需要十年左右时间。中国是发展中的电力市场 ,电力改革的焦点应当是新增电力设施 ,其首要目标是吸引电力投资 ,建设充足的发电容量 ;其方案应是实现政企分开 ,打破垄断 ,优化资源配置 ,加强监管。
This thesis analyzed universal laws of the electric power reform which are all based on existing electric power network of management system. It usually needs ten years to put forward the projects of reform and the methods of gradual reform. China's market of electric power is a developing market of electric power that the focus on the reform of electric power should be a newly-increased electric power facility. The primary goal of the reform on electric power is to attract the investment and build sufficient capacity of generating electricity. The scheme of the reform of electric power should separate government function from enterprise management, break monopoly, optimize scheme and strengthen intendance in China.
