摘要
政策价值是公共政策的基石,也是政策过程的逻辑起点。政策工具与政策价值之间存在着某种逻辑关联,政策工具反映政策价值是对公共政策从酝酿到执行的反思。“价值-目标-方案-工具”的逻辑理路是立足于政策过程的基本阐释,政策价值的“混合型”特征是价值中和的政策议题。我国政策价值场域上H省W市综合行政执法模式的个案研究,为政策工具反映政策价值的逻辑溯源性推演提供了经验证据。研究发现,政策价值的有效次序权衡、政策工具的优化配置和政策执行的交互主体性是影响政策工具充分反映政策价值的关键因素,表明政策工具对政策价值的反映程度。这一研究既拓展了理解政策工具与政策价值之间逻辑关联的视角,又尝试提供一种中国情境下溯源性的解释。
Policy value is the cornerstone of public policy and the logical starting point of policy process.There is a certain logical relationship between policy tools and policy value.That policy tools reflect policy value is a reflection of public policy from preparation to implementation.The logical path of the"value-goal-program-tool"is the basic interpretation based on the policy process.The"mixed"feature of policy value is the policy issue of value neutrality.The case study of the comprehensive administrative law enforcement mode of W city,H Province provides empirical evidence for the logical traceability of policy instruments reflecting policy values.The study found that the effective order of policy values,the optimal allocation of policy instruments,and the inter-subjectivity of policy implementation are factors that influence policy instruments to fully reflect policy values,indicating the degree to which policy instruments reflect the value of policy.This research expands the perspective of understanding the logical relationship between policy instruments and policy values,and attempts to provide a traceability explanation in Chinese context.
