摘要
乡村振兴,关键在“人”。延边朝鲜族自治州的朝鲜族跨国人口流动在我国少数民族中属于典型,其边境农村人口空心化、老龄化、贫困化问题尤为突出,加之自然灾害和跨国突发事件交织,乡村振兴战略在这一地区的实施更为艰巨和复杂。边境少数民族地区乡村振兴离不开人才、民族传统文化和产业的支撑,要因地制宜地开发人力资本,推动乡村人才振兴;拓宽扶贫渠道,增强边民内生性发展能力;坚持走民族文化保护与特色旅游产业融合发展之路,与此同时,应重视边境自然灾害及突发事件的预防。
The key to Rural Revitalization lies in“people”.The transnational population flow of Korean people in Yanbian Korean Autonomous Prefecture has been a typical example in China.The hollowing out,aging and poverty of rural population along the border are particularly prominent.In addition,natural disasters and transnational emergencies intertwine,the implementation of the strategy of rural revitalization is more arduous and complex.The rural revitalization in border ethnic areas can not be separated from the support of talents,traditional ethnic culture and industry.Therefore,we should develop human capital according to local conditions to promote the revitalization of rural talents,broaden the channels of poverty alleviation and enhance the endogenous development ability of border people,and adhere to the integration of ethnic cultural protection and characteristic tourism industry.At the same time,attention should be paid to the prevention of natural disasters and emergencies along the border.
