摘要
有人才概念的计量评价不能有效地反应一定范围内(组织、地区、城市)的人才的运用效率、发挥程度以及竞争力状况,不能有效满足人才工作的需要。"人力活力"是人才计量的一个新概念,通过对其内涵的界定,设计其评价指标体系,构建指数模型,提出一系列实证研究的思路,将人才资源的管理和运用发挥更重要的作用。
The existing concepts about talents can not effectively reflect the talent use efficiency, working effect and competence status in a certain scope (an organization, a region or a city) and can not effectively meet the demand of talent work. Talent Vigor is a new concept for talent calculation. Management and application of human resources play more important role after defining its connotation, designing its evaluation indexes and constructing its index models and a series of empirical study methods.
