摘要
该文从理论上探讨了公立医院社会功能的定义、外延、影响因素及其评价框架。提出了公立医院社会功能是公立医院存在的社会经济基础 ,也是公立医院获得政府财政补助、免税政策的依据 。
This paper explores the definition, contents, determinant factors and assessment framework of the social function of public hospital. The authors argue that the sound implementation of the social function of the public hospital is the preconditions because it overcomes the market failure in the health sector and that it is the basis of the government fiscal subsidy and the taxation exemption for the public hospitals. The definition and implementation of the social function of the public hospital are relevant to the health reform and development in the transition period in China.
