摘要
随着船舶自动识别系统(以下简称AIS)在船舶上的广泛应用,AIS设备已然成为海事主管机关跟踪和掌握船舶动态最主要的手段之一。但是,由于各种原因,船舶AIS设备在实际应用中显现出了诸多亟待解决的问题,例如AIS的身份信息与实船完全不符、单一船舶有多重AIS身份、多艘船舶拥有同一个AIS身份等多样的问题。因此,海事部门作为主管机关有责任不断优化管理理念,探索更为有效的管理手段和管理方法,杜绝船载AIS信息混用的现象,规范船载AIS设备的使用,提高AIS高质量数据的应用,持续推动智慧海事发展,切实保障水上交通安全。
With the wide application of ship automatic identification system (hereinafter referred to as AIS) on ships, AIS equipment has become one of the most important means for maritime administration to track and obtain ship dynamics. However, due to various reasons, many problems need to be solved urgently in the practical application of ship AIS equipment. For example, the identity information of AIS may be absolutely inconsistent with that of the actual ship, a single ship may have multiple AIS identities, several ships may have the same AIS identity, and so on. Therefore, the maritime administration as the competent authority has the responsibility to continuously optimize the management concept, explore more effective management means and methods, avoid the mixed use of ship-borne AIS information, regulate the use of ship-borne AIS equipment, improve the application of high-quality AIS data, continuously promote the development of intelligent maritime safety administration, and effectively protect the safety of water traffic.
