摘要
目的加强公立医院内涵建设,为深化医药卫生体制改革和政府卫生决策提供参考。方法采取案例法、文献法、专家咨询和SWOT分析法,提出策略矩阵。结果样本医院高层次人才总量不足、引进困难、人才培养和建设机制体制滞后,人才工作成效不明显。结论要充分发挥内部优势,借助外部发展机会,规避劣势和不足,完善工作措施,激发人才活力,提高工作成效。
OBJECTIVE To strengthen the connotation construction of public hospitals so as to provide references for deepening the medical and health system reform and government health decision-making. METHODS Case study,literature,expert consultation and SWOT analysis were applied to propose strategy matrix. RESULTS The total amount of high-level talents in sample hospitals was insufficient,and they were difficult to be introduced. Talent training and construction mechanism system were lagging. The achievement of talent training was not obvious. CONCLUSION It is suggested to play the internal advantages,take the outside development opportunities,avoid the disadvantages and insufficiencies,improve the measurement,stimulate the vitality of talent and improve work effectiveness.
