摘要
共享单车作为互联网“共享经济”衍生的新产品,为城市交通服务和城市发展开辟了新局面,但其引发的现实问题也对中国城市治理提出了新的挑战。本研究以共享单车为切入点,总结我国城市应对"共享单车”问题中城市多元主体间的行动策略.是以政府为主导、社会行动者“被动配合”的协作形式,造成了城市治理僵化的问题。对身处中国城市治理境遇中的政府,提出了需要转变城市治理行动策略的要求,从制度框架中“破茧”,建构中国城市治理的合作发展路径。
As a new product derived from the "shared economy" of the Internet, bicycle-sharing has opened up a new situation for urban transportation services and urban development, but the practical problems it brings also pose new challenges to urban governance in China. This paper takes the bicycle-sharing as the research breakthrough point, and summarizes the action strategies of cities in our country to deal with the problem of "Bicycle-Sharing". It is the government-led coordinative form in which social actors take the role of passive cooperation that results in the rigidity of urban governance. The government needs to change it action strategy and break the situation from the institutional framework to construct the cooperative development path of urban governance in China.
