摘要
以卫生应急人力资源配置效率评价为目标,采用数据包络分析(DEA)设计建模方案并作实证研究。思路比较和流程解读以后,构建卫生应急人力资源投入和应急能力产出系统模型,采用DEA计算12家疾病预防控制机构的人力资源配置整体效率、技术效率和规模效率,以及期望投入产出值。确定相对有效机构,判断规模增减以及不变状态。验证DEA在卫生应急资源配置效率评价中的适应性,DEA在卫生应急管理中的应用价值有待拓展。
Allocation efficiency of health emergency manpower was evaluated as the objective.Modeling and empirical study were designed based on the evaluation.After principle comparison and procedure explanation,the relationship between input and output of health emergency resource was established.Data envelopment analysis(DEA)was used to calculate the overall efficiency,technical efficiency,scale efficiency and expected input-output ratio of twelve centers for disease control and prevention.Relative efficient institutions were identified,and scale increase,decrease or constant were judged.The adaptation of DEA in evaluating the allocation efficiency of health emergency resources was verified.However,the application value in health emergency management still remains to be expanded.
