摘要
区域科技是立足于社会系统的特定空间中自然条件、物质资源、环境承载力、经济发展战略、区域管理模式等多方面差异,在经过一段较长时间与科技管理者和使用者互动后,形成了该空间范围内相较于其他地区所独有的科技特点。区域科技的本质是在特定社会系统中,基于人类已有认知方式和经验的系统,它表现为特定经济、政治、文化背景下,人类认识和改造社会的实际过程。区域科技反映了人类在特定社会系统中关于该系统各要素的认知经验和实践方式的总和,是人类与社会协调发展的中介和手段。在实践中,区域科技的发展必须考虑其所依赖的自然环境的生态承载力,以保证科技持续稳健的发展,这就需要我们构建区域科技发展的环境评价体系,为区域科技的发展提供思路和依据。区域科技发展的环境评价体系的重要核心内容是区域科技和区域环境的协调性发展,协调性评价包含了四个主要原则:一是各种科技投入之间的协调性,即科技资源配置的协调性;二是科技投入和科技产出之间的协调性;三是科技投入与生态承载力之间的协调性;四是科技产出与生态承载力之间的协调性。在这四个原则之下,区域科技发展的环境评价主要通过区域科技创新指数、区域文化支撑能力、区域环保支撑能力和区域体制创新能力加以落实。
Based on the regional features in natural conditions, material sources, environmental capacity, economicdevelopment strategy, regional governance pattern and so on and after long?term interaction with governors andusers, regional science and technology possess unique regional characteristics. The essence of regional science andtechnology is the process of human understanding and transforming society under certain economic, political andcultural background based on prior knowledge and experiences. Regional science and technology is the combinationof human's knowledge and practices about all elements in certain social system, which is the medium and means ofcoordinated development of human and society. In the development of regional science and technology, theecological capacity of natural environment should be taken into consideration to ensure the sound and sustainedsci-tech development, which calls for the establishment of environment evaluation system to provide ideas and basisfor the development of regional science and technology. The core of environment evaluation system is thecoordination between regional sci?tech and environment, including the science and technology resource allocation,which is the coordination of all inputs, the coordination between sci?tech input and output, the coordination between sci-tech input and ecological capacity, and the coordination between sci-tech output and ecological capacity. Guidedby the core content, environment evaluation indexes of regional sci-tech development include indexes of regionaltechnology innovation, of regional cultural support capability, of environmental capacity and of institution innovation.
