摘要
本文系统地论述了海河流域利用水库分期汛限水位调控洪水资源的研究思路和技术框架。首先通过对变化条件下的洪水资源特性、水利工程功能和运行特征的分析与再评估研究,摸清流域可供利用的洪水资源潜力,提出流域洪水资源利用模式及合理配置。在此基础上,重点论述了暴雨洪水季节特征和分期规律以及水库分期汛限水位合理确定和安全运用的分析方法,提出了基于预报调度的实时调度方式,安全利用洪水资源,并对水库运行的蓄水效益和防洪风险的评价提出了建议。
The paper systematically illustrates the research methodology and technical framework of regulating flood by using various limiting levels of reservoir during the flood season in the Hai River Basin. First, flood characteristics, water structure function and operation features on the basis of variation are analyzed and reassessed to master the potential of usable flood in the Basin. After that, flood utilization mode and rational distribution in the Basin are proposed. Basing on this, major contents of the paper focus on the seasonal characteristics of storms and rules in different stages as well as methodology of defining and using of limiting level of reservoir in flood season. The real time regulation mode is recommended to use flood safely. Suggestions on evaluation of reservoir storage efficiency and flood risk are provided, too.
