摘要
规划管理的各个环节 ,无不影响着土地使用和工程建设中的经济利益 ,实质上影响的是土地使用权和房屋产权。土地利用和各项建设中的“权利”问题 ,应是规划管理研究的重要内容。在引介了民法学中的物权法原理及其在市场经济法制体系中的地位和作用后 ,作者对市场经济下我国城市规划体制的结构性。
Every steps of planning administration have magnificent effects on the economic interests in land use and construction engineering, which in fact are land use rights and property rights. They are the important factors to be studied in planning administration. This paper gives some ideas on the structure of planning system and the revolutionary reform under the market economy based on the position and role of the property right and its principles of the economic legislation system in the civic law.
