摘要
乡村振兴与小康社会的建设都离不开一支高素质的"两委"干部队伍。本文通过对河南省新乡市3个县市8个乡镇24个行政村的实地调研,梳理了当前农村"两委"干部绩效考核中存在的考核对象没有全覆盖、考核内容设置不合理、考核没有与个人待遇挂钩、绩效考核的标准设置困难等突出问题,提出了战略任务的排名考核、日常任务的失误扣分考核、临时任务的贡献奖励与失误处罚考核的"三维"量化积分考核策略,对激励农村"两委"干部具有重要的现实意义。
High-quality two-committees cadres are essential to rural revitalization and building a moderately prosperous society. Based on field investigations of 3 counties,8 towns and 24 administrative villages in Xinxiang,Henan Province,the researcher finds several outstanding problems on how currently the Two Rural Committees cadres' performances are assessed. For example,the objects of assessment are not fully covered by the assessment,the items in the assessment are not reasonable,the assessments are not correlated with personal wages,and the assessment criteria are difficult to set. The writer also proposes a three-dimensional quantified scores assessment strategy,including strategic task ranking,deduction due to faults in daily task,and reward punishment in temporary task. This is of great realistic significance for inspiring rural two-committees cadres.
