摘要
村干部是农村经济政治最底层最具体的管理者,其管理效率往往具有更现实的意义。但长期以来,大多数村干部并没有很好的发挥其应有的作用。主要问题是缺乏一套行之有效的激励和制约机制。建立一套村干部业绩评估体系,并以此与村干部经济利益挂钩,将对村干部有重要的激励作用。
The purpose of the project is to form a rational and effective incentive mechanism on village cadres in rural China so as to stimulate their enthusiasm to lead villagers to get rich through establishing a set of scientific village cadre's performance record evaluation system and matching cadre's salary and promotion with their corresponding records. This will change the unfavorable situations of cadre's low working spirits, especially in developing local economy. At the same time, it is suggested to form a perfect checking system to prevent bad deeds of cadres corruption, receiving bribes and wasting common funds.By these measures, the village cadres will enjoy the trust of the villagers, hence the relation between the cadres and the villagers will be improved.Through the effective incentives and strict restrains on village cadres, it will surely form a scientific new mode on managing rural economy, increase the income of the peasants, ease the burden on peasants and promote the sustainable and sound development of the rural economy in China.
