摘要
城市地下综合管廊存在建设投资巨大、运营管理周期长等问题,引入社会资本将有助于缓解政府在综合管廊投资上的财政压力,拓展资金来源渠道,促进综合管廊的可持续性发展。根据综合管廊的特点,利用SWOT模型从多个方面对综合管廊PPP模式的可行性进行分析研究,分析综合管廊PPP模式的优势和劣势以及机遇和风险,并根据SO、WO、ST、WT四种组合提出相应的对策措施,希望为我国的社会资本参与综合管廊的建设及运营管理提供理论参考。
Utility tunnel has problems of large capital investment on construction and longer operational cycle. The introduction of social capital will help to alleviate the financial pressure for the government, expand funding places for construction and promote the sustainable development of utility tunnel. According to the characteristics of utility tunnel, SWOT model is used to analyze and research the feasibility of PPP model of utility tunnel from several aspects. This paper analyzes the strength, weakness, opportunities and threats of PPP model of utility tunnel and proposes countermeasures according to SO, WO, ST, WT combinations. It is hoped that this study can provide a theoretical reference for social capital participating in the construction and operation management of utility tunnel in China.
