摘要
随着城市地下综合管廊PPP项目的不断推进,城市化建设水平在提高,但项目建设及运营中的诸多问题也在不断暴露。本文在分析城市地下综合管廊PPP项目发展及研究现状的基础上,提出目前城市地下综合管廊PPP项目具有收费标准不明确、入廊机制不完整、加大政府债务风险等问题,并对其进行原因分析,然后提出可行性解决对策。
With the continuous advancement of the PPP project in the urban underground utility tunnel, the level of urbanization is improving, but many problems in project construction and operation are also continuously exposed. Based on the analysis of the development and research status of the PPP project in the urban underground utility tunnel, this paper proposes that the current urban underground utility tunnel have problems such as unclear charging standards, incomplete access mechanism, increasing government debt risk, etc.,conducts a cause analysis and then proposes a feasible solution.
