摘要
问卷调查方法是立法后评估中使用最为广泛的量化方法,它通过测评人们在立法实施后心理和行为倾向的变化,为立法后评估提供了基本的事实依据。为探明问卷调查法的实际应用情况,在对广州市人大九次立法后评估中的问卷调查活动进行跟踪调查的基础上,发现了其抽样方法不科学、样本数量不足、概念操作化过程缺失以及调查结论运用不够充分等问题。对此,提出了问卷调查工作应重新厘清其定位,以评测公众对立法实施的感受和看法为中心,提高调查主体的专业技能,设置必要的校验机制,以及扩大调查结论的运用范围等建议。
As the most widely used quantitative method in the post legislative evaluation, the questionnaire survey can evaluate the changes of people＇ s psychological and behavioral tendency after the implementation of the legislation, and provide the basic facts for the post legislative evaluation. In order to explore the practical application of the questionnaire survey method, this paper investigates the questionnaire survey activities in the nine post legislative evaluations of the Guangzhou Municipal People＇ s Congress, and finds out the practical problems such as unscientific sampling method, insufficient sample size, lack of concept operation process and insufficient application of investigation conclusion. In this regard, we suggest that the survey should be redefined to evaluate the public＇ s feelings and views on the implementation of the legislation. In addition, we also proposed to improve the professional skills of the subject, set up the necessary verification mechanism, and expand the scope of the application of the investigation conclusions.
