摘要
河长制在保护水环境和治理水污染有着极大的活力,是实现河长治的有力举措。河长制是全面依法治国理论的必然产物,在实践上也是可行的有效的机制。中国特色社会主义理论体系下的河长制,是我国河流治理体系的重大创新,必须在政策法规支撑、绩效考核机制、责权利的界定、公众参与和社会监督等加以完善,才能走向河长治的河长制。
The river governor system has great vitality in protecting the water environment and controlling the water pollution. It is a powerful measure to realize the river governor management. The system is the inevitable result of the comprehensive rule of law, and it is also a feasible and effective mechanism in practice. This system under the theoretical system of socialism with Chinese characteristics is a major innovation of China’s River governance system. We should improve policies and regulations, performance appraisal mechanism, definition of responsibilities and rights, public participation and social supervision, so as to move towards the river governor management of river governor system.
