摘要
跨界河流日益成为影响流域国家之间关系的重要因素。黑龙江是中俄东段边界的主要组成部分,在中俄关系的历史长河中发挥着风向标和晴雨表的作用,见证了中俄关系的曲折变化。自17世纪始,黑龙江从中俄两国争议、冲突之边演变成为当今双方互利共赢的合作之界,两国也从历史上的"恶邻"转而成为现实中的"睦邻"。在当前中国实施"一带一路"和俄罗斯"向东看"的战略背景下,黑龙江合作将为中俄关系进一步深化发展提供推动力。虽然跨界河流问题属于低级政治范畴,在国际政治中未必能起到决定性的作用,但以中俄界河——黑龙江为切入点为研究中俄关系提供了一个独特的新视角。
The transboundary river is becoming an important factor affecting the relations between the countries in the basin. Heilongjiang river is the main component of the eastern border between China and Russia. It plays the role of wind indicator and barometer in the Sino-Russian relations, witnessing the twists and turns of this relation. Since the beginning of the 17th Century,Heilongjiang river evolved from the edge of the disputes and conflicts between China and Russia into mutually beneficial and win-win cooperation between the two countries. China and Russia also transformed from"bad neighborhood"into the"good neighborhood". Under the strategic background of China's "One Belt and One Road " and Russia 's looking east, the cooperation between both sides of Heilongjiang river will provide impetus for the further development of Sino-Russian relations. Although the problem of transboundary rivers belong to the category of low politics, not necessarily can play a decisive role in international politics,but it provides a unique new perspective for the study of relations between China and Russia.
