全面二孩政策下山西省学前教育发展的成效、困境与突围——基于山西省学前教育二期三年行动计划实施效果的调查 被引量:3

摘要 研究采用问卷调查的方法,围绕山西省学前教育二期三年行动计划的实施效果,特别从资源总量、结构调整、质量监管、投入机制、教师队伍建设和弱势群体等方面对山西省1181位幼儿园园长和教师开展了调查研究,客观揭示了当前山西省学前教育取得的成效和面临的困境。结果显示:山西省学前教育资源总量增加;"小学化"和乱收费得到有效治理;硬件投入和弱势群体资助增加;但"无证园"清理不彻底;师幼比和班额难达标准;残疾儿童入园机会较少;资源结构不完善;普惠性资源供不应求;生均补助不到位,软件投入不足;教师福利待遇低,评优与职称制度不完善,民办教师培训机会少。因此,建议三期行动计划找准问题,对症下药。 To investigate the implementation effect of the three-year plan of pre-school education in Shanxi Province,in terms of total resources,structural adjustment,quality supervision,investment mechanism,construction of teachers and disadvantaged groups,this study employed a questionnaire to conduct a survey of 1181 kindergarten directors and teachers in Shanxi Province. The results showed that the increase of pre-school education resources in Shanxi Province,the "primary"phenomenon of kindergarten education and arbitrary charges have been effectively supervised by the government; the funding to hardware investment and vulnerable groups increased.However,illegal kindergartens have not been completely removed; the high teacher-child ratio and large-sized classes still exist; the admission opportunities of disabled children are still rare; the goal of optimizing the resource structure is not realized; the financial investment mechanism is not perfect,the teachers’ welfare treatment,evaluation and title,private teacher training need to be improved. Therefore,the study suggests that the third-term action plan should identify the problems and find out solutions to them.
