Integrating Urban and Rural Education: System Reconstruction and Institutional Innovation ——The Dualistic Educational Structure in China and Its Declassification

摘要 城乡教育一体化有利于克服城乡教育二元结构的弊端,使均衡化的公共教育服务覆盖城乡全体居民,缩小城乡教育差距。教育公平不是构建城乡一体化教育体系的全部目标,与教育公平至少同等重要的另一个目标是教育效能,即城乡教育对城乡社会发展和人的发展的贡献率。破解城乡教育二元结构、推进和实现城乡教育一体化必须从制度问题入手,改革城乡二元的教育管理制度、教育投入制度、人事制度以及教育质量保障制度,建立严格的教育行政问责制度。 The integration of urban and rural education can contribute to overcoming the drawbacks of the dualistic structure that characterizes the current Chinese education, which can provide equalized public education to all residents and further reduce the disparity between urban and rural education. The goals of this integration include not only educational equity, but also educational effectiveness which is indicated by the contribution rate of education to the improvement of society and human beings who are embedded in this society. It is a necessity for us to declassify the dualistic educational structure to promote and realize the integration of urban and rural education beginning with the institutional problems to reform dualistic educational administration system, educational investment system, personnel system, and educational quality supporting systems. Meanwhile, we should establish the strict educational accountability system.
