摘要
从国家和区域电力市场两个层面,深入研究了美国电力市场信息披露体系。在国家层面,详细梳理了美国能源信息署对电力基本概况、电力生产与消费、电力市场运行、环境信息等的披露,并分析了其披露这些信息的制度考量。在区域电力市场层面,以PJM电力市场为例,详细梳理了其在能量市场、辅助服务等市场中披露的系统运行、市场价格、电力供需、成员报价、市场结构等信息,并分析了其披露这些信息的作用。在此基础上,结合中国国情,提出了以引导资源跨区域流动为核心的国家层面信息披露,以及以自证市场公信力、提高省内市场效率为核心的省级层面信息披露的政策建议。
The information disclosure system of the electricity market in America is investigated from the national and reg:onal levels. On the national level, the general situation of electricity, the electricity production and consumption, the electricity market operation and environmental information disclosed by United States Energy Information Administration are introduced in details. The institutional consideration of the disclosure in the national level is analyzed. On the regional level, PJM electricity market is taken as an example. The information disclosure of energy market and ancillary service market in PJM is introduced in details and analyzed, which includes system operation information, market price, market supply and demand situation, bid data and market structure information. Considering China' s national conditions, the policy suggestions of information disclosure system are then proposed. The information disclosure on the national level which takes the guide of resources to flow across regions as the core and that one on the provincial level which proves the credibility of the market operator and improves the provincial market efficiency should be established.
