摘要
大型科学仪器设备的有效开放共享对于区域创新效率提升具有积极的促进作用。大型科学仪器设备共享涉及主体类型多样、个体众多且关联关系复杂,具有显著的系统属性。因此,可利用系统科学的相关研究范式和方法对其发展阶段进行判定,为提升相关政策的针对性、科学性提供必要支撑。本文对大型科学仪器设备共享系统的特性进行了分析,给出共享系统的界定,并结合共享系统的目标特性,提出仪器设备使用强度、创新活动支撑能力、隐性知识扩散活力、仪器设备共享效率、区域政策激励强度5个系统序参量,以及其观测指标。以此为支撑,对天津市共享系统发展阶段进行了判定,并提出5方面对策措施。
Effective opening and sharing of large-scale scientific instruments and eqmpment plays a positive role in improving the efficiency of regional innovation. The sharing of large-scale scientific instruments and equipment involves various types and large numbers of instruments and equipment, which has complicated relations and prominent system attributes. Therefore, research paradigms and methods related to system science can be used to determine its development stage, so as to provide necessary support for improving the pertinence and seientificity of relevant policies. This paper is designed to analyze the characteristics of large-scale scientific instruments sharing system, define the sharing system, propose the five system order parameters: use intensity of the instruments and equipment, supporting capacity of innovation activities, diffusion vitality of tacit knowledge, sharing efficiency of the instruments and equipment and incentive strength of regional policies as well as the observation targets and on that basis, decide development stage of Tianjin sharing system and give countermeasures from five aspects.
