摘要
文章分析了我国各省平台建设情况,针对我国平台建设和运行存在的问题,应用"系统失灵"理论,创新性地提出了集成平台建设的通用模式框架,并从防止互动失灵、基础设施失灵和制度失灵三个方面,提出了提高公共科技服务平台运行效率的对策,对我国各级公共科技服务平台建设和运行具有现实指导意义。
The situation of public sci-tech service platforms in different provinces of China is analyzed,and the framework of an all-purpose mode on integrated platform construction is creatively put forward by applying the system failure theory based on the problems existed nowadays.Countermeasures for improving operating efficiency of public sci-tech service platform were proposed so as to prevent from interaction failure,infrastructure installation failure,and institution failure,which could help building and runing all levels of public sci-tech service platforms in China.
