摘要
混合所有制改革是国有企业深化改革的内容,也是全面深化经济体制改革的重要推手,推进国企混改需要有从政策、理论到实践的准备,需要对国有资本控股权安排再认识,需要在监管边界、方式和机制上构建新的国资监管模式,需要实施可复制可推广的"一企一策",需要解决好企业党建治理嵌入的有效性,从而化解国企混改过程焦点问题,释放新的国企改革制度红利。
The mixed ownership reform is the deepening of the reform of state-owned enterprises, but also an important promoter of deepening the reform of the economic system, which is beneficial to the innovation of modern enterprise system. To this end, state-owned enterprises need to mix policy, theo- ry to practice the preparation. Need to re-understand the state-owned capital holding arrangements. Need to supervise the border, the way and the mechanism to construct the new state-owned assets su- pervisory mode. Need to implement the reproduction can be promoted ＂one enterprise one policy＂. Need to solve the effectiveness of enterprise party building governance embedded. So as to resolve the focus of state-owned enterprises mixed reform process, the release of new state-owned enterprise reform system dividends.
